The tooltip is attached to the command, whether placed on the (context) menu or
toolbar. Dialogs typically do not execute UNO commands. So my thinking was
about the command itself and the name.
"Restart numbering" is a clear command label to me and the ability to toggle is
clear by the checkbox. So my take was that changing the label is not needed.
