After reading all comments, I still can't say what is the actual idea. Simplest
and consistent solution would be, if Tools -> Language -> For Paragraph ->
More... leads to Paragraph Dialog.
cc: Design Team to come to a decision here.
BTW: Help [1] says:
For Selection: Choose More to open a dialogue box with more options.
For Paragraph: Choose More to open a dialogue box with more options.
So informations about the expected dialog are missing and should be updated, if
behaviour is clear.
