Both, the "Formatting (Styles)" and the "Formatting" toolbars have the "No
List" options now. As this option was implemented as mutually exclusive to
other list options (ordered with different styles or unordered) it should be
there.
The B&N (aka List Style) dialog has no "No List" option, which also seems
correct to me. The only place where I miss the command is the list "tab" in the
Stylist deck.
What would you expect?
