Meanwhile we have the Promote/Demote Chapter properly working in the Navigator.
This command moves the whole chapter up/down. Missing the customization for
this but it likely has been requested and is in planning.
Ctrl+Alt+up/down moves just the paragraph. There is some work ongoing in bug
135373. Wouldn't change the keyboard assignment to just Ctrl+up/down since this
command jumps to the next paragraph - and the command is customizable.
So putting all together my take here is WFM.
