Still repro (adjusted steps, for better readability)
1. open the attached file
2. Select Afbeelding3 in the navigator
3. Press arrow down -> It jumps to second page
4. Undo
5. Select Afbeelding3 in the navigator and change the anchor to "to paragraph"
6. Press arrow down 2x -> empty page 2
7. File reload
8. Move the bottom image with arrow left to left, next to right and center it
with arrow in the middle
9. Take top image on the second page and they same thing
