Repro file for 124842
Switch Zotero style to CMS 17 Author-date to create problem.
Change "Footnote" style from next style "Footnote continued" to "Footnote" and
the problem goes away.
Note: there are other next style in this style sheet, and the error is not
propagated from them, even when they are in a footnote.
