Steps to reproduce
1. Open a new documetn in writer
2. Insert an image
3. Place cursor in paragraph below the image (Anchor "To character" is part of
this paragraph)
4a. Presse enter
Actual result:
Empty paragraph is created above the image (very annoying)
Expected result:
Empty paragraph is created below the actual paragraph
4b. Write a character or add a blank space
Actual result:
Empty paragraph is created below the actual paragraph
