Can repro with 7.2.0.0.alpha+
Also relevant to note:
  1. All the outlines in Outline tab, except one, include bullets.
  2. If Bullets are applied from the Bullets (Unordered) tab in Format -
     Bullets and Numbering, then the same problem occurs.

In sum: Central issue is that applying bullets to paragraphs that have Chapter
Numbering as List Style, using Format - Bullets and Numbering will result in
the bullets being lost.

Documentation advises against using Format>Bullets and Numbering with Chapter
Numbering. 

Maybe documentation could be improved (a little).  See tip (with light bulb)

In relation to the problem you describe: 

To achieve what you want, it would be necessary to know when a paragraph style
is listed in Tools > Chapter Numbering (cannot rely on using "Heading N" only,
because it is possible to change PS in the Chapter Numbering dialog), and given
that the problem is with bullets in general (plus the advice in the
documentation), perhaps best to disable both the Unordered (Bullets) and
Outline tabs.

Have modified the bug summary to reflect that idea. Please modify again if I
have misinterpreted.
