I discussed this with the reporter on IRC and it turns out this was not about
vector graphics after all, but PNGs with transparent backgrounds.
The steps were
1. Visit
https://publicdomainvectors.org/en/free-clipart/Princess-in-colorful-dress/55612.html
2. Right-click the princess image, Copy image
3. Paste into Impress on Windows
I found an older report, so closing as duplicate
