The problem is with labeling of x-axis. If you don not specify a range to be
used for labeling of the categories, Calc just numbers labels (and hence
categories) using integer values. Do the following:
- Double click the chart (Edit mode)
- Right click and select Data Ranges -> Tab: Data Series
- In field "Categories" select $Sheet1.$H$21:$H$31
- Click OK
and you see the same result as per Excel.
Therefore: Not a bug
