A raw Cashbook csv file with a column including dates of transactions!

Problem description:
I source an expense csv file from an Android app called Cashbook by Frank Immo
on a monthly basis and manipulate it on my desktop using Libre Office calc.
The date format is always shown as yyyy-mm-dd in the date field in the imported
csv file, set between a pair of commas when looked at with a text editor. All
OK up to here! When imported into Libre Office calc, the date fields in the
appropriate column appear with a leading apostrophe, i.e. 'yyyy-mm-dd and
therefore is NOT recognised when trying to reformat to a more normal English UK
dd-mm-yyyy format, using the Format Cells/Numbers/Date function.
What is more, the find and replace function in Libre Office calc does not see
the leading apostrophe and so it cannot be removed with a block change to make
the date non-text. My only option is to manually go through every date and
remove the leading apostrophe. This is tedious with 100 or so entries!
I have also attempted to change the date column heading from standard to date
D/M/Y during the importing process, but this still has no effect.

Steps to reproduce:
1.Double click on the csv file and open with Libre Office Calc
2.Select the date column and change from standard to dateD/M/Y.
3.Attempt to reformat the date column from that given to DD/MM/YYYY

Current behavior: tHE DATE should APPEAR as D/M/Y but does not, and when
re-formatting is attempted, nothing changes. Doing a block find and replace on
the date column to remove the leading apostrophe should also work but nothing
happens!

Expected behavior:The date column should appear after import as DD/MM/YYYY.
When reformatting is attempted, it should change to DD/MM/YYY. When using find
and replace all function for the leading apostrophe, the date function should
change first from 'yyy-mm-dd and then to th selected format of DD/MM/YYYY!
