I can clarify this, it's a different bug than bug 116838, that one's somewhat
of a visual issue. Having the sidebar open before trying to edit an existing
chart avoids it.
Open a DOCX with a chart, and with the sidebar already open, double-click it.
Do the same with an ODT with chart (eg. instert one in Writer, then save and
reload it).
=> For ODT the sidebar switches to chart properties, and for DOCX it doesn't.
On the other hand, the toolbar is the same for both.
Still repro with LO 7.2.0.0.alpha0+ (3e4eb070787d4d44b3bdc95046e5b231dbbef42b)
/ Ubuntu.
