In Writer, zoom takes the current view. Meaning you are on p1 and see the top
left edge it will remain visible, if your top left edge is in the middle of the
page this will stay. All independent from the cursor position.
Draw/Impress use coordinates rather than lines and zoom keeps the cursor
position stable. This makes perfect sense to me, not sure how it was 10 years
ago.
