If you download 7.1.2 + language pack and replace the current LibreOffice in
your programs folder with that version are you then able to install as
expected?
Recently there were a few changes around how language pack is installed on
macOS. There also was a problem on older macOS releases but that should also
have been addressed in 7.1.2 so the trouble you report is somewhat interesting.
Please add any error messages you may be seeing.
