Out of curiosity, I've checked behavior of Excel.
Actual Result of Excel:
1<tab>2<tab>3
Excel copies everything from lowest ("first") to highest ("last) selection to
the system clipboard. Regards whether the values are selected or not.
Copy/Pasting within Excel
The same behavior as after step 6 is present.
--> In Cells A3:B3 are 1 and 3
