Steps to Reproduce:
1. Open attachment 171035
2. Change anchor of the frame to 'as character'
3. CTRL+X
4. CTRL+V -> Empty frame
Actual Results:
Empty frame
Expected Results:
Frame & embedded image
Reproducible: Always
