FWIW, still can not reproduce with 7.1.3 RC1 and fresh profile:

The dropdown box is visible and functioning by default. The size of the dialog
can not be made narrower from the default width, only wider.
kabilo, from the summary I assume you tested English UI and it was OK. Have
you tested other languages, such as Dutch and Greek that also tends to have
long labels in dialogs? Also have you tried accessing the Tool > Options...
dialog from modules other than Calc?
