We discussed the topic in the design meeting.
The gutter is an expert property and most users neither know it nor need to
apply it. Plus, even for the experts there is no need to change it frequently
(which is the reason for a prominent place). Another argument against the
enhancement is the fact that this widget is named "Margins".
While this makes the request a WF, the widget is placed on a Notebookbar with
plenty of space. And the gutter might be added additionally.
