Done.  Currently, there is direct formatting that sets size 12.  Although
Heading 1 is already selected, when I double-click on it, it resets the size to
24 - both for #1 and for "Linux". Nothing visible changes for Heading 2.

Right-click on a Heading 1 paragraph, but this doesn't apply anything to a
STYLE, it only modifies the existing list applied to this paragraph (which is
ALREADY numbered), and it is a different list from the one used for the Heading
2 paragraphs. There are no sublevels involved yet - everything is at listLevel
1.
In any case, the defined outline IS applied. If I chose the "A" or bullet list,
then I see those changes applied.

[Perhaps you think that "Outline level" of 2 from style Heading 2 should cause
it to become something like "1.2."? That is ONLY true when Tools->Chapter
Numbering has assigned a style to a listLevel. In this document, there is no
style attached to listLevels 1,2,3]

Can't repro - not even with bibisect 6.1.

Heading 2 is not associated with lists or listLevels at all. It is not defined
in Chapter Numbering, and "Numbering Style" is None. Outline Level is
irrelevant for numbering and only applies to the TableOfContents.

Heading is a parent to "Heading x", so it is applied, just not directly. It
certainly affects the document...
