Description:
With version 7.1.3.2 of Calc, the function to freeze rows and/ or columns has
"disappeared" from the pull down menus. In addition, e.g. a right click on the
row to freeze, and ticking "Freezing rows and columns" does not result in the
desired action. Frozen rows and columns in spreadsheets made with previous
versions of Calc still function. It is just that no new frozen rows/ columns
can be made with v 7.1.3.2. Downgrading to a lower LO vesion does restore the
desired behaviour.

Steps to Reproduce:
1.Create new spreadsheet
2.Fill in bogus data in column
3.To freeze (top) row, View > Freeze Cells ---> menu is empty!
4. View > Freeze rows and columns ---> tick does not result in desired result
5. Right click row to freeze. From pop up menu select "Freeze rows and columns"
---> tick does not result in desired result

Actual Results:
Selection/ tick does not result in desired result

Expected Results:
Freezing of rows/ columns
