I think this help page is misleading, because it says that some bullets are not
visible in "Web Layout", which the linked page says is enabled in the menu View
> Web.
However, if I use the Web Layout I can't create any situation where the bullets
or numbers aren't displayed.
The problem arises when I export the document to HTML. Then I get a similar
behavior as reported by Olivier. Bullets get exported, but may not be rendered
in all browsers.

Using Olivier's file, I also get small icons in Chromium when I save the
document as HTML. In Firefox the icon does not appear, but other icons
available in "Bullets and Numbering > Image" do work.
