Open a tableview of any database.
Will have the same effect when opening in databrowser of, for example, Writer
with the installed "bibliography" database.
Set the cursor in the first row and try to navigate with the buttons on the
buttom to next row. It will jump to row 3 then to row 5 and so on.
The behavior will be the same with jumping to previous record.
Detected this bug with LO 7.1.3.2 on OpenSUSE 15.2 64bit rpm Linux.
Bug won't appear on LO 7.0.5.2 on the same machine.
