Problem description: 

Steps to reproduce:
1. .... Go to  Format Cells
2. .... In the leading zeros area set a number e.g. 3
3. .... Exit back to the spreadsheet

Current behavior: The number of leading zeroes is one LESS than that specified.
i.e. a value of 1 with a specification of 3 leading zeroes shows 001. The
default number in the menu is 1. But the number displayed with this default
behaviour is none. i.e. 0001 shows as 1.

Expected behavior:
The number of leading zeros displayed on the sheet should match that shown in
the menu/dialog box. 
The default number in the dialog box should be 0, not 1.
