On the feature in Writer/ODF formats, please see bug 58350. If you have
specific suggestions on how it should work, you can add those there.
The change you've found is probably what was introduced with bug 105143's fix
for better interoperability, which explains the difference between ODT and MSO
formats. Thus this is not a bug.
