Another observation: if I split the merged cells in A1:T2 or U1:BH2 then
everything becomes visible in the third row that was somehow hidden, in:

But considering that both attachment 173636 and attachment 173639 shows this
file is not valid according to Excel, I'd say this is a bug in the Apache POI
generator or the way it was used.
