On pc Debian x86-64 with master sources updated today, here's what I got:
ru_RU.dic: UTF-8 Unicode text, with CRLF, LF line terminators
ru_RU.aff: UTF-8 Unicode text

Converted Russian dictionaries from KOI8-R to UTF-8
So for UTF-8 Unicode, it should be ok.
