Would be nice to hear, if you can enable Skia/Vulkan in 7.1.5 or newer. We have
a functionality that prevents "bad" graphics drivers from using Vulkan, but we
have to manually add the drivers to the exclusion list.
If you can use Vulkan with 7.1.5+ and the problem still appears, you could
attach the skia.log into this report as advised in
https://wiki.documentfoundation.org/QA/FirstSteps#Graphics-related_issues_.28Skia.29
If the issue is gone, locate %APPDATA%\libreoffice\4\user\cache\skia.log and
attach it to the bug report.
