The fill style is supposed to be done via Page > Page Properties: Background.
Unfortunately, this dialog has some shortcomings on bitmaps, see bug 135832 and
bug 106858.
I wonder if the command for "Set Background Image..." shouldn't open the area
dialog rather than a file dialog which requires obviously another dialog for
the aspect ratio. If accepted and done the solution would be to fix bugs on the
area fill dialog.
