In Ubuntu Linux you can distinguish a focused window most easily by looking at the color of the X in its upper right corner. So in the screenshot I uploaded here, the Chrome window is focused and the LibreOffice window is unfocused, because I'm typing a note here in Chrome. Currently LibreOffice files are always unfocused when they open (unlike all other programs), and this is happening about 100% of the time except in the following cases: 1. It's the first LibreOffice file I've opened since booting up the computer. 2. The file has a password, in which case the password-entry dialog box is focused.
