Description:
Currently it is not possible to insert a anchor to a footnote when the cursor
is in a frame.
Steps to Reproduce:
1. Open a new empty text document
2. insert a frame
3. click in the frame to have the cursor in the frame
4. menu Insert > Footnote and Endnote
Actual Results:
All items of menu Insert > Footnote and Endnote are grayed out
Expected Results:
It is possible to insert a footnote or an endnote when the cursor is in the
frame.
