#1: Create a document and save with password 
#2: In the "Set Password" dialog, don't encrypt but [x] Open file read-only
with a password
#3: Open this protected file and SaveAs => must not create an editable version

Valid issue and the proper solution would be to not block Save (it's disabled)
but ask for the password first. So Save, Save As, Save a copy etc. first show a
PW dialog. 

And once write permission is granted, I don't see a need to keep the PW option
checked for SaveAs.
