No, it is a bug in LibreOffice itself (and a non-deterministic one, just happen to exist in 7.1.6, but not in 7.1.5), so no changes in Windows security settings would help. In case you have trouble reading the technical analysis in the duplicate bug 144598, there are basically two remedies: 1. Downgrade to 7.1.5 and wait for 7.1.7 which hopefully will get the bug fixed. 2. If you need some bugfix in 7.1.6, or don't mind tweaking things, you need to disable Skia (which is enabled by default) for your installation. The easiest way, if you currently have 7.1.5 installed, is to go to Tools > Options dialog, disable the LibreOffice > View > Graphics Output > Use Skia for all rendering checkbox, click OK button and exit. Then you can upgrade to 7.1.6 and it should start fine. Just remember to never enable that Skia option as long as you are using 7.1.6.
