The word doc with the incorrect encoding issues
The attachment includes German Umlaute (äöüÜÖÄ etc) which aren't recognized
with LO 4.0.0.3.
oreover I highly dount that this is a Word97 file (the original date is dated
back to 15 May 1989 which is very likely the original date!)
