Tooltip problem in tables

1. Open the attached file and click inside the table.
2. Hover the mouse cursor across the lower half of the Table toolbar (bottom of
screen) with the aim of causing the tooltips to appear over each icon in
succession.
EXPECTED RESULT: The tooltips appear.
ACTUAL RESULT: No tooltips. In order to get tooltips to appear over an icon you
need to hover the cursor RIGHT AT THE TOP of AN icon.
A few similar issues have been reported (e.g. Bug 121361).
