Defined in /officecfg/registry/data/org/openoffice/Office/UI/WriterCommands.xcu
.uno:DecrementSubLevels (and many other)

Title style capitalization is required for titles, buttons, and menus.
(Tooltips use sentence style.)

A lot work has been done around this for bug 139667. Cannot say what we
currently use for "Insert Unnumbered Entry" - you didn't state the program
version.

Please be more specific. There is no such string as "subpoint".
