Noel: so does it mean we may remove the SAL_WARN_IF in:
    152 utl::ConfigManager::~ConfigManager() {
    153     SAL_WARN_IF(!items_.empty(), "unotools.config", "ConfigManager not
empty");
    154 }

to reduce console noise?
