I see two fixes from different sides: 1) https://www.libreoffice.org/ change links for Russian downloads from "https" to "http" 2) someone (have no idea who maintain that mirror) add https support to mirror. I suppose, someone at libreoffice.org should know how to contact to mirror maintainer? At least someone at libreoffice.org communicated with someone at RBC, who said "hey, we have mirror, you can link to us!".
