The subscript / superscript buttons work exactly as other formatting (at least
with my WIN LibO 3.6.5, and exactly as Michael stated), for example (shorctuts
for German UI):

If you want to write H2O with an italic "2" in it type
H<contol+i>2<contro+i>O

If you want to write H2O with a subscript "2" type
H<shift+contol+b>2<shift+contol+b>O

Why should we see that as a problem for Subscript/superscript, but not for
other character formatting?

I can't see a bug, and I can't see any advantage in changing the current
behavior. And if somebody thinks he could work better in a different way,
sasha's approach is the appropriate one. Or a complete new concept for all
character formatting.

NOTABUG again?
