In provided attachment (example 3), this problem can be demonstrated by going to the table on page 2 and adding a row at the bottom by selecting the row "Chairing a productive discussion" and using [right click] > insert > rows below. The formatting change occurs as soon as the row is inserted, before anything is typed in the cell.
