I have tested it and it is also not reproducible with LO 4.0.0.3 (Win7 Home, 64bit). The txt file can be opened in Writer and also in the Editor. This only depends on the configuration of your system. If you have configured your system to open txt files with Writer as the standard program, then it is opened in Writer.
