I think there is nothing wrong with the Guide, you are just misunderstanding
it.

To access "the Character panel in the Sidebar", you need to first click the
"Properties" icon instead of "Styles" on the sidebar (this is called
"Properties Deck" and "Styles Deck" in LibreOffice terminology, BTW), then find
"Characters" section in "Properties" sidebar, clicking on the plus sign to
expand if necessary.  This is the "Character panel" (a deck contains many
panels, like a deck of cards) the Guide is referring to, not anything in the
"Styles" sidebar as you thought.
