I tested my test case with the current version V7.2.2 of LibreOffice (standalone, Windows 10, x64) as well as with version V6.4.7.2 of LibreOffice-Portable. In both cases, the field "Time" was correctly displayed in local time. So it is not an issue in the base of LibreOffice. But I don't know if it is due to the software package LibreOffice-Online (LOOL), the package Collabora Online Development Edition (CODE) or rather the integration in Nextcloud (App: Collabora Online).
