Description:
when a line in Hebrew (or any RTL language) ends with a double quotation mark
with English (LTR) wrods, the initial double quote remains on the end of the
line instead of wrapping the English text on the following line

Steps to Reproduce:
1. open writer,
2. selecting an RTL language (e.g. Hebrew), and RTL mode (Shift+Ctrl+D)
3. enter the following text (with the double quotes):
אני כותב מספר מילים בשורה כדי להדגים באג במעבד התמלילים. בסוף השורה יש גרשיים.
ה- “Encyclopedia Britannica”.
4. The line width and font size (12) should be such that the words
"Encyclopedia Britannica" are starting the second line

Actual Results:
One of the double quotes stays at the end of the first line:
text text text ........................ "
"Encyclopedia Britannica

Expected Results:
The double quotes should flow with the words:
text text text ........................
"Encyclopedia Britannica"

Reproducible: Always
