I'm using an early 2015 Macbook Pro with a screen reporting 13.3-inch (2560 × 1600). This is the native default setup. No scaling of the display. Scaling the display does enable the whole dialog to be displayed. However, returning the display to native resolution, the dialog again disappears off the bottom.
