Description:
Lists within the Preferences pane don't allow users to page down, and make it
very slow to move otherwise.
Steps to Reproduce:
1. Open Preferences.
2. If you can see enough to find it, open Application Colors.
Actual Results:
3. Try to Page Down, it'll move you to another section.
4. Go back to Application Colors.
5. Try to Page Down, it won't move through the list.
6. Try to use the Down Arrow, it won't move either.
7. Click on the scrollbar, it won't move to the selected spot, but only move
about 1/4 of a row for every click, making movement slow and very
click-intensive.
Expected Results:
Page Down should work, Down Arrow should work, clicking on the scrollbar should
move faster.
