There is an easy way to create a frame around a table:

1. Table » Select » Table (or double Ctrl-A in a table)
2. Insert » Frame

Or with two clicks:

1. Click on the corner of the table to select it.
2. Click on the Insert Frame Manually icon of the Insert toolbar.

Check also the Alignment » Automatic option of the table for automatic resizing
of the column widths with the frame width, if needed.

But I support the idea to add a little button to the table corner or something
similar to simplify (to be more intuitive) the frame conversion (it may be good
for a GSoC project, too).
