My guess is that numbering with graphics corresponds to inserting an image with
the attribut Wrap to none by default and anchored to list items. At least, the
software engine seems to process this element as such.

Therefore, I think what causes the issue is the same even if the steps to
reproduce are different. Of course I could be wrong, in which case you can
unlink from this one the report previously added.
