Copy conditional formatting using format paint brush

Say I enter the formula '=A1' in cell D16 of a spreadsheet. If I copy D16 and
paste it in E16, the formula in E16 would read '=B1'.

The same behavior is expected when format paint brush is used to copy
formatting info from one cell to another where conditional formatting using
formula is involved.

In the attached document, I have set conditional formatting for cell A1 using
condition 'A1=0'. After copying the formatting to cell B1 using format paint
brush, when I check the condition (in B1), it reads 'C1=0'!!!

When I try entering the condition 'A2=0' in cell B2 and then copy it to C2
(using format paintbrush of course), the condition reads 'B2=0'. Now this
behavior is correct.
