Description:
Demoting / Promoting does not change heading of title, heading levels should be
synchronized with levels in navigator
Steps to Reproduce:
1. demote in navigator a title that is "Heading 1"

Actual Results:
title stays as "Heading 1"
Expected Results:
title should change into "Heading 2"
Reproducible: Always
User Profile Reset: No
Additional Info:
I think it also applies to promoting levels. I got also LibreOffice to crash
couple of times when doing stuff like this in the navigator.
