ALT+ENTER before Table of content does expand the TOX with additional field
Steps to Reproduce:
1. Open the attached file
2. Press ALT+Enter
Actual Results:
Paragraph before, but in field formatting (and badly drawn)
Expected Results:
Previously ALT+ENTER didn't work. It wasn't possible to create a paragraph
before Table of content if that was on the start of the page at all
Reproducible: Always
